This verse just doesn't sound right to me in anything but the King James version.
It refers to the fact that sheep will not lay down unless they feel safe, at peace. And, they are afraid to drink from rushing water, preferring a nice calm water source. Horses are similar. They do sleep lying down, but not a lot and especially not if they are worried or afraid.
